The Memorandum of Understanding between ONIE and BEAM Education Foundation

On 15 September 2015, the Office of Non-Formal and Informal Education (ONIE) and BEAM Education Foundation signed a Memorandum of Understanding regarding education for non-Thai citizens who are legally residing in Thailand. The main objectives are to support non-Thai citizens in the Chiang Mai Province and to provide them with access to Thai literacy and vocational education. This access will serve to strengthen their livelihoods and promote peace and security. Furthermore, the ONIE and BEAM will continue working together to address the needs of non-Thai citizens regarding increased access to education. BEAM Education Foundation will be responsible for monitoring the legal status of participants, verifying documents, and conducting registration before applications are submitted to ONIE. In addition, BEAM will support the programfinancially, provide teachers as well as other resources, and ultimately work in collaboration with ONIE towards greater access to education for the target population. The ONIE Chiang Mai office will be responsible for assessing the applications that have met the requirements, for promoting literacy education with the Thai literacy course 2014, and for supporting basic non-formal education and informal education for non-Thai citizens. In order to meet the actual needs of the target population based on the principles of human rights, ONIE will provide relevant education services. The signing of the MoU between ONIE Chiang Mai and BEAM Education Foundation marks the first official collaborationbetween the two parties, which will have a direct impact on providing access to education for migrant workers from Myanmar.
