BEAM Education Foundation and Migrant Education Integration Initiative (MEII) collaborated and organized a follow-up seminar on Continuous Education Access for Migrant and Out of School Children and Youth on 29 March 2019 at the Amora Thapae Hotel, Chiang Mai, Thailand.

Almost 50 representatives from the Myanmar Ministry of Education, the Thai Ministry of Education, and a variety of Community Based Organizations and development partner organizations from Northern and Southern Thailand came together for the Seminar.

The purposes of the seminar were many: to inform development organizations about the updated result of the ‘Continuous Education for Migrant Children and Youth Seminar’ from 7th-8th February, 2019 in Nay Pyi Taw, Myanmar; to produce collective recommendations by combining the recommendations from development organizations and the recommendations resulting from Nay Pyi Taw seminar; to develop bilateral relationship and toward establishment of coordination committee in the future; and to brainstorm the possible pathway in order to overcome the challenges in education access for migrant and out of school children and youth.

During the seminar, presentations covered Myanmar and Thai government interventions on education for migrant children and youth including State-level interventions which focus on building a system for continuous education. One representative for the partner development organizations also gave a presentation on the collective migrant education landscape and community interventions towards a system for continuous education for migrant children and youth. Following the presentations, round table discussions were held to review recommendations from Nay Pyi Taw seminar and meeting and to produce a collective recommendation. More information will be made available in the final seminar report to be released in the near future.

Special thanks to the Ministry of Education Thailand, the Ministry of Education Myanmar, BEAM, MEII, as well as local CSOs, development partners and community organizers who made this event possible. The seminar was an important step in the journey towards implementing to form the National Level Coordination Committee to be able to create an education equivalency framework. ထိုင္းႏိုင္ငံတြင္ေရာက္ရွိေနေသာေရႊ႕ေျပာင္းကေလးမ်ား၊ေက်ာင္းျပင္ပေရာက္ကေလးမ်ားႏွင့္လူငယ္မ်ားအတြက္စဥ္ဆက္မျပတ္ပညာေရးအခြင့္အလမ္းဆိုင္ရာေဆြးေႏြးပြဲတစ္ရပ္ကို၂၀၁၉ခုႏွစ္၊မတ္လ၂၉ရက္ေန႔၌ခ်င္းမိုင္ၿမိဳ႕ရွိAmora Tapae ဟိုတယ္တြင္က်င္းပျပဳလုပ္ခဲ့သည္။အဆိုပါေဆြးေႏြးပြဲသို႔ျမန္မာႏိုင္ငံပညာေရးဝန္ႀကီးဌာန၊ထိုင္းပညာေရးဝန္ႀကီးဌာနႏွင့္ထိုင္းႏိုင္ငံေျမာက္ပိုင္းႏွင့္ေတာင္ပိုင္းတို႔မွလူထုအေျချပဳေ႐ႊ႕ေျပာင္းေက်ာင္းမ်ား၊အဖြဲ႔အစည္းမ်ားမွကိုယ္စားလွယ္၅၀ဦးခန္႔ပူးေပါင္းပါဝင္ေဆြးေႏြးခဲ့ၾကသည္။ဤေဆြးေႏြးပြဲကိုဘီမ္းပညာေရးေဖာင္ေဒးရွင္းႏွင့္MEII ကြန္ရက္တို႔မွႀကီးမွဴးက်င္းပခဲ့ျခင္းျဖစ္သည္။

ေဆြးေႏြးပြဲ၏ရည္႐ြယ္ခ်က္မွာ၂၀၁၉ခုႏွစ္၊ေဖေဖာ္ဝါရီလ၇–၈ရက္မ်ားကျမန္မာႏိုင္ငံ၊ေနျပည္ေတာ္၌က်င္းပျပဳလုပ္ခဲ့သည့္“ေ႐ႊ႕ေျပာင္းကေလးမ်ားႏွင့္လူငယ္မ်ားအတြက္စဥ္ဆက္မျပတ္ပညာေရးအခြင့္အလမ္းဆိုင္ရာေဆြးေႏြးပြဲ” မွရလဒ္မ်ားကိုလုပ္ေဖာ္ကိုင္ဖက္အဖြဲ႔အစည္းမ်ားအားသတင္းအခ်က္မွ်ေဝရန္၊ေ႐ႊ႕ေျပာင္းကေလးမ်ား၏ပညာေရးအတြက္လုပ္ေဆာင္ေနေသာအဖြဲ႔အစည္းမ်ားမွစုေပါင္းအႀကံျပဳခ်က္မ်ားႏွင့္ေနျပည္ေတာ္ေဆြးေႏြးပြဲမွအႀကံျပဳခ်က္မ်ားကိုတစ္စုတစ္စည္းထဲေဖာ္ထုတ္ႏိုင္ေရး၊ႏိုင္ငံေတာ္အဆင့္ဦးေဆာင္ေကာ္မတီဖြဲ႔စည္းႏိုင္ေရးအတြက္ထိုင္း–ျမန္မာႏွစ္ႏိုင္ငံသက္ဆိုင္ရာဌာနဆိုင္ရာမ်ားႏွစ္ဦးႏွစ္ဖက္ပါဝင္သည့္အျပန္အလွန္ခ်ိတ္ဆက္ေဆာင္႐ြက္ႏိုင္မႈကိုစတင္အေကာင္ေဖာ္ႏိုင္ေရး၊ေ႐ႊ႕ေျပာင္းလူငယ္မ်ား၊ေက်ာင္းျပင္ေရာက္ကေလးမ်ားႏွင့္လူငယ္မ်ားအတြက္စဥ္ဆက္မျပတ္ပညာေရးဆိုင္ရာအခြင့္အလမ္းမ်ားတြင္ႀကံဳေတြ႔ေနရသည့္အခက္အခဲမ်ားကိုေျဖရွင္းေက်ာ္လႊားႏိုင္ရန္အတြက္အျဖစ္ႏိုင္ဆံုးေျဖရွင္းနည္းမ်ားကိုအႀကံျပဳေဆြးေႏြးရန္ျဖစ္သည္။

ေဆြးေႏြးပြဲအတြင္းျမန္မာ–ထိုင္းႏွစ္ႏိုင္ငံအစိုးရအဖြဲ႔မ်ားမွေ႐ႊ႕ေျပာင္းကေလးမ်ားႏွင့္လူငယ္မ်ားအတြက္စဥ္ဆက္မျပတ္ပညာေရးစံနစ္ကိုေရွး႐ႈလ်က္နယ္ေျမအသီးသီး၌စီစဥ္ေဆာင္႐ြက္ေနမႈမ်ားကိုအသီးသီးတင္ျပသြားခဲ့သည္။ဆက္လက္ၿပီးလူထုအေျချပဳဖြံ႔ၿဖိဳးေရးအဖြဲ႔အစည္းမ်ားမွေ႐ႊ႕ေျပာင္းကေလးမ်ားႏွင့္လူငယ္မ်ားအတြက္စဥ္ဆက္မျပတ္ပညာေရးစံနစ္အတြက္စီစဥ္ေဆာင္႐ြက္ေနမႈမ်ားကိုတင္ျပသြားခဲ့သည္။ထို႔ျပင္ေနျပည္ေတာ္ေဆြးေႏြးပြဲႏွင့္အစည္းအေဝးမွအႀကံျပဳခ်က္မ်ားကိုျပန္လည္သံုးသပ္ေဆြးေႏြးမႈမ်ားႏွင့္အႀကံျပဳခ်က္မ်ားစုေပါင္းေဖာ္ထုတ္မႈတို႔ကိုျပဳလုပ္ခဲ့ၾကသည္။ ဤေဆြးေႏြးပြဲ၏ရလဒ္မ်ားကိုေဆြးေႏြးပြဲအစီရင္ခံစာထြက္ရွိလာသည့္အခါအက်ယ္တဝင့္ေဖာ္ျပသြားမည္ျဖစ္သည္။
